GRANT SCHEME FOR THE INSTALLATION OF PHOTOVOLTAIC SYSTEMS FOR CHARGING OF ELECTRIC AND PLUG-IN HYBRID VEHICLES (2022)

• The application is submitted by the natural person who has implemented the investment in whose name the electricity bill of the house is issued: 
  • the invoice (s) relating to the investment should be issued in the name of the applicant.
  • in case of approval, the grant is deposited in a bank account in which the applicant is a beneficiary or co-beneficiary.

• Legal entities and/or investments made for the benefit of legal entities may not be subsidized under this Scheme, nor can invoices issued to legal entities be accepted.

• Electric vehicles or plug-in hybrid vehicles must be of category M1 based on the Vehicle Type Approval Laws. Vehicles used in the course of economic activity are excluded (as ineligible) [including: taxis, rental vehicles (Z), company vehicles].

• The dwelling on which the investment was made should be legally used as a residence and the electricity bill of the house should relate to house tarrifs. Facilities on premises that are not legally used as residences may not be subsidized.

• The residences should not be rented and should not be used in the context of economic activity for a period of at least five (5) years from the date of submission of the application.. 

• CHARGER - Eligible costs: the charger supplier must necessarily participate in a collective Electrical and Electronic Equipment Waste Management System (WEEE Electrocyclosis Cyprus Ltd). Chargers for which the supplier is NOT participating in a collective WEEE Management System are not eligible.

• BATTERY - Eligible costs: the supplier must be registered in the Register of Manufacturers of Batteries and Accumulators. Batteries for which the Supplier is NOT registered are not eligible for grant.

• Grant is given only for investments made after 01/02/2022. The date of issuance of the investment for all expenses is considered the date of issuance of the Certificate of Suitability of the electrical installation by the Distribution System Operator (ΔΣΔ).

• For the purposes of this Scheme, the first degree of kinship includes: parents, children, grandparents, spouse, sibling, father-in-law, brother-in-law/sister-in-law. A certificate (copy of Identity certificate, marriage certificate, etc.) proving the relationship must be provided.

• A "vehicle owner" is also considered a person who has received "Final Approval" for sponsorship of the purchase of an electric vehicle or plug-in hybrid vehicle under the "Electric Vehicle Purchase Subsidy Plan" or the "Plan for the withdrawal of polluting vehicles and the granting of incentives for Alternative, Low Emissions, Modes of Traffic" of the Road Transport Department (www.ev.gov.cy).

• Indicative average time for completion of applications: 6 months. This information is provided non-binding and based on current data and provided that the Application is submitted in full and no problems/deficiencies are identified.

• This Grant Scheme seeks to collect information on the charging of electric and plug-in hybrid vehicles in Cyprus. The above data may be used to calculate the achievement of the binding targets of the Republic of Cyprus in the field of renewable energy sources, as these are defined by the legislation and the relevant European Directives. 

• The applicants who will be funded under the Scheme, together with the owner of the vehicle, undertake the obligation for the first five (5) years after the payment of the sponsorship and at most once a year, to fill in -if requested- an electronic form in which the kilometers traveled by the electric or hybrid vehicle should be declared, as well as other statistics relating to the use of the vehicle.

• In addition, the applicants who will be funded under the Scheme, together with the owner of the vehicle, undertake for the first five (5) years after the payment of the sponsorship to participate in a survey that may be carried out either by the Energy Service or by another body after an assignment by the Energy Service, the purpose of which will be to collect information on the charging of electric or hybrid vehicles. Such a survey may include the installation for a certain period of time of a separate meter in the applicant's home.

Please note that in order to be able to submit an "Application for Grant Funding", you must create an account in the system (in case you do not already have one). When creating an account you will be asked to attach in electronic form (scan), a copy of the identification card as follows:

• For citizens with Cypriot Citizenship: Copy of identity card
• For EU citizens: Certificate of registration of a Union citizen and his or her family members who are also Union citizens
• For third-country nationals: Alien Registration Card (ARC)

When submitting an "APPLICATION FOR GRANT FUNDING" you will be asked to attach the following documents in electronic form (scan) please see paragraph 10 of the Grant Scheme for more information/guidance):

FOR ALL APPLICATIONS: 

1. Detailed invoices regarding:
   • the purchase and installation of the photovoltaic system. The invoices should indicate the power and the total number of photovoltaic panels as well as the rest of the equipment of the photovoltaic system (MANDATORY INVESTMENT).
   • the purchase and installation of the charger (concerns the corresponding sponsorship – OPTIONAL INVESTMENT).
   • the conversion of the electrical installation of the house from single-phase to three-phase (concerns the corresponding sponsorship – OPTIONAL INVESTMENT).
   • the purchase and installation of the battery; The invoice should indicate the total capacity of the battery (in kWh) (concerns the corresponding sponsorship – OPTIONAL INVESTMENT).
2. A recent electricity bill of the residence where the photovoltaic system has been installed in the name of the applicant.
3. A copy of the Certificate of Registration of an electric vehicle or a plug-in hybrid vehicle of category M1 in the name of the applicant or the person who is first degree related to him or "Final Approval" for sponsorship of the purchase of an electric vehicle or plug-in hybrid vehicle under the "Electric Vehicle Purchase Subsidy Plan" or the "Plan for the withdrawal of polluting vehicles and the granting of incentives for Alternative, Low Emissions, Modes of Traffic" of the Road Transport Department
4. The Certificate of Suitability of the photovoltaic (PV) system, which must have been issued after 01/02/2022 inclusive.

Additional Supporting Documents in case the OWNER OF THE VEHICLE IS A DIFFERENT PERSON FROM THE APPLICANT:

1. Copy of the vehicle owner's identification card
2. Official certificate documenting the first degree of kinship relationship between the applicant-vehicle owner (e.g. copy of identity card, marriage certificate, etc.). 

Additional Supporting Documents for CHARGER (OPTIONAL INVESTMENT):

1. the Certificate of Suitability of the charger, which must have been issued after 01/02/2022 including (if this is not covered by the Certificate of Suitability of the PV system).
2. A certificate from the supplier of the charger, proving that the supplier participates in a collective Waste Management System for Electrical and Electronic Equipment (WEEE Electrocyclosis Cyprus Ltd) (standardized Certificate form will be posted soon on this page).

Additional supporting documents for THE CONVERSION OF ELECTRICAL INSTALLATION FROM SINGLE-PHASE TO THREE-PHASE (OPTIONAL INVESTMENT):

1. the Certificate of Suitability for the conversion of the electrical installation of the house from single-phase to three-phase (if different from the Certificate of Suitability of the PV system).

 
Additional Supporting Documents for the BATTERY (OPTIONAL INVESTMENT):

1. A certificate from the battery supplier, proving that the supplier is registered in the Register of Producers of Batteries and Accumulators (standardized Certificate form will be posted soon on this page).

Additional Supporting Documents in cases where the connection of the PV System was made by the method of VIRTUAL NET-METERING:

1. In cases where the installation of the PV System was done by the method of virtual net-metering, a document specified by the Management Committee of the RES and Energy Conservation Fund must also be submitted, on the basis of which it is proved that the energy produced by the installed PV system is offset against the electricity imported from the network of the house for which an application is submitted.

In case of "Approval with Reservation", the applicant will be asked to send by registered mail the following supporting documents in order to proceed with the process of payment of the grant:

(PLEASE DO NOT PROCEED WITH THE DISPATCH OF THE FOLLOWING DOCUMENTS IF YOU ARE NOT OFFICIALLY INFORMED BEFOREHAND THAT YOU HAVE BEEN GIVEN "APPROVAL WITH RESERVATION")

1. The "Applicant Declaration Form", which will be sent through the electronic system to the applicant and will include – among others – all the basic information that the applicant himself/herself stated during the electronic submission of his/her application. The Declaration must bear the signature of the applicant, as well as a commitment by the applicant and the owner of the vehicle (in case he/she is a different person) regarding the obligations relating to the collection of information on the charging of electric vehicles and plug-in hybrid vehicles in Cyprus.
2. Completed and signed the FIMAS Authorization, which must necessarily be accompanied by: 
3. A copy of part of the bank statement or a certificate from the Bank, showing the IBAN number of the account, in order to confirm the information declared in the FIMAS Authorization.

• Declaration for Invoices that have not been issued in the name of the applicant – shall be submitted only if an invoice has been issued in a different name from that of the applicant (or to any other name other than the name of the applicant)

1. Can I apply and then start implementing the investment?
No. The "Application for Grant Funding" is submitted AFTER the completion of the eligible investment.

2. What should I do if for the same PV system I will submit (or have submitted) another application to another Grant Scheme (e.g. CATEGORY 3A)?
In such a case, please please state in your application for this Grant Scheme (electric vehicle charging) the total power of the system you have installed, regardless of whether part of it may be subsidized by another Grant Scheme. During the evaluation of both applications, the allocation of the PV system power per Grant Scheme will be made by the assessor and prioritization will be done on a case-by-case basis with priority given to the Grant Schemes with the highest funding.

3. Invoices have not been issued in my name. What can I do?
The name of the person to whom the invoices have been issued should be the same as the name of the applicant (without mentioning any other name). In the event that the invoices have been issued in a different name from that of the applicant or in case that along with the name of the applicant any other name is written, a relevant declaration must be submitted, which must be completed both by the person in whose name the invoices were (also) issued and by the applicant.

4. I don't have a bank account in my name. Can the sponsorship of my application be paid to a relative of mine?
No. The sponsorship is deposited in a bank account in which the applicant must be a beneficiary or co-beneficiary.

5. Can I install the system in a house I rent?
No. If the house is rented, it is not eligible for sponsorship. According to the provisions of the Scheme, the residences should not be rented and not used in the context of economic activity for a period of at least five (5) years from the date of submission of the application.

6. During the submission of the "Application for Grant Funding" I forgot to attach some supporting documents or attached the wrong supporting documents. What can I do? 
After the final submission of the application, any modification and / or presentation of additional documents is not accepted. In case these documents are necessary for the purposes of examining the application, you will be contacted during the evaluation of the application.
