INFORMATION/GUIDANCE TO APPLICANTS WHO HAVE RECEIVED PRE-APPROVAL - CATEGORY 3B (2022-23)

GRANT SCHEME FOR THE ENCOURAGEMENT OF THE USE OF RES AND ENERGY SAVINGS IN DWELLINGS 2022-2023

CATEGORY 3Β: Installation of a Photovoltaic System in the homes of vulnerable electricity consumers

THE FOLLOWING INFORMATION PROVIDE GUIDELINES TO THE APPLICANTS OF THE ABOVE SCHEME WHICH HAVE RECEIVED PRE-APPROVAL

It is reminded that in the first stage, the applicants will have to submit a "PRE-APPROVAL APPLICATION" in order to be designated as beneficiaries of the Scheme.

According to the Grant Scheme (GR), in case a Pre-Approval is initiated the beneficiaries must submit an "APPLICATION FOR GRANT FUNDING" within thirteen (13) months, which is submitted after the completion of the investment and the interconnection of the Photovoltaic System with the grid. Therefore, within the period of thirteen (13) months, the beneficiaries must -at their own risk- arrange for the timely installation/interconnection of the system and the submission of an "APPLICATION FOR GRANT FUNDING".

WHAT YOU SHOULD DO AFTER YOU RECEIVE PRE-APPROVAL:

You must ensure the timely implementation of the investment and the interconnection of the Photovoltaic System with the grid, in order to submit an "APPLICATION FOR GRANT FUNDING" within the period of thirteen (13) months. If you do not submit an "APPLICATION FOR GRANT FUNDING" within thirteen (13) months, this Pre-Approval is automatically revoked, without the possibility of extension..

In this context, you should arrange for the application to the Distribution System Operator (EAC) for the interconnection of the Photovoltaic System with the grid to be submitted in a timely manner. Indicatively, you are urged to submit a relevant application to the Distribution System Operator (EAC) no later than 4 months from the date of granting the Pre-Approval.

Pre-Approval Update: Please see section 7.21 (page 13) of the Grant Scheme (GR), in case that, for any reason, you are unable to complete the investment and submit an "APPLICATION FOR GRANT FUNDING" within the period of thirteen (13) months.

+ I HAVE COMPLETED THE INVESTMENT. HOW CAN I SUBMIT AN "APPLICATION FOR GRANT FUNDING"?

After the completion of the investment and the interconnection of the Photovoltaic System with the grid, to submit an "APPLICATION FOR GRANT FUNDING" follow the steps below:

1. Go to the "My Submissions" page under the "My Account" command.

2. Your "PRE-APPROVAL APPLICATION" should be listed in the table. Under the "Next steps" («Επόμενες ενέργειες») column, select: Submit an Application for Grant Funding («Υποβολή Αίτησης Καταβολής Χορηγίας»)..

+ Supporting documents for the SUBMISSION OF "APPLICATION FOR GRANT FUNDING":

When submitting an "APPLICATION FOR GRANT FUNDING" you will be asked to attach the following documents in electronic form (scan):

A statement from your electricity supplier (EAC), indicating the date of first connection of the premises (which should be before 01.01.2017) (the statement is provided by the EAC - it is clarified that this is a different document from the electricity bill).
Alternatively, applicants can submit official documents proving that the application for a building permit and/or urban planning permit was submitted before 01.01.2017 (e.g. a copy of the Building Permit and/or the Planning Permit and/or applications for their issuance).
Detailed Invoices relating to the PV installation, which should be issued in the name of the applicant:
- see par. 15 of the Grant Scheme (GR) regarding the mandatory content and the requirements that the Invoices must meet
- see par. 16 of the Grant Scheme (GR) regarding the implementation of investments through an Energy Service Company (ESCo).
The Certificate of Suitability of the photovoltaic (PV) system, which must have been issued after 01/08/2021 inclusive.

Additional Supporting Document in cases where the connection of the PV System was made by the method of VIRTUAL NET-METERING:

In cases where the installation of the PV System was done by the method of virtual net-metering, a document specified by the Management Committee of the RES and Energy Conservation Fund must also be submitted, on the basis of which it is proved that the energy produced by the installed PV system is offset against the electricity imported from the network of the house for which an application is submitted.

IMPORTANT NOTES:

Investments made after 01/08/2021 are eligible. The date of investment, is considered the date of issuance of the Certificate of Suitability of the electrical installation of the photovoltaic (PV) system by the Distribution System Operator (EAC).

The Pre-Approval concerns the installation of a Photovoltaic System at the address of the house that you had declared in your "PRE-APPROVAL APPLICATION". If the installation is done at a different address and/or home, it will be rejected.

According to the provisions of the Grant Scheme, the application for the issuance of the building permit or the urban planning permit of the house in which the installation will take place should have been submitted before 01/01/2017. Therefore, in case it is found that the application for a building permit or urban planning permit of the house was submitted after 01/01/2017, this Pre-Approval will be revoked immediately and the investment will be classified as ineligible for payment of sponsorship. The investment is made under the responsibility of the applicant, who is considered to have read and understood the provisions of the Grant Scheme.

The grant amount is €1.000 for each installed kilowatt (kW), with a maximum grant amount of €5.000 (5kW). It is emphasized, however, that if the connection of the photovoltaic system to the network took place after 01/08/2021 inclusive, but before 20/12/2021 you will receive the amount of sponsorship provided in the respective Grant Scheme of 2021 (i.e. €750 euros for each installed kilowatt (kW), with a maximum grant amount of €3.750).

It is reminded that according to the provisions of the Grant Scheme, for CATEGORY 3B applicants can request the grant to be paid directly to the installer of the Photovoltaic System for repayment of the purchase invoices (see par. 5.1 (vi) of the Grant Scheme) (the remaining amount must be paid by you before submitting an "APPLICATION FOR GRANT FUNDING").

VAT IS NOT AN ELIGIBLE EXPENDITURE. In case the purchase cost (excluding VAT) is less than the grant amount, then the amount of the sponsorship will be equal to the purchase cost (excluding VAT).
