This page provides basic information on the Grant Scheme for the encouragement of the use of RES and energy savings in dwellings 2024-2025 [GR].

All interested parties are urged to carefully study the provisions of the Grant Scheme before proceeding with any action.

ELIGIBLE INVESTMENTS

The Grant Scheme [GR] provides for a grant for the installation of a photovoltaic system and/or roof thermal insulation in existing homes.

The Scheme provides a one-time bonus of €750 in the event that both types of investments are implemented for the same residence.

PHOTOVOLTAICS / GRANT CATEGORIES

Only one APPLICATION may be submitted by each Applicant and for each residence for one of the CATEGORIES below:

	CATEGORY A1: PHOTOVOLTAICS - GENERAL CATEGORY Grant: €375 per kW Maximum: €1.500 (4kW) 50% increase for mountainous areas The grant is paid: to the Applicant

	CATEGORY A2: PHOTOVOLTAICS - VULNERABLE HOUSEHOLDS Grant: €1.250 per kW Maximum: €6.250 (5kW) The grant is paid: to the Applicant or to the PARTICIPATING TRADER BENEFICIARIES: residences used as the main and permanent place of residence by a "vulnerable electricity consumer".

	CATEGORY A3: PHOTOVOLTAICS FOR ALL CATEGORY A3 will be applied until the final submission of 6.000 APPLICATIONS. Grant: €250 per kW Maximum grant amount: €1.000 (4kW) Repayment: €1.000 per kW Maximum «repayment amount»: €4.000 (4kW) The grant is paid: to the PARTICIPATING TRADER INVESTMENT REPAYMENT: in addition to the grant, the RES and EC Fund also pays the PARTICIPATING TRADER the remaining amount for the full repayment of the investment, up to an amount of €1.000 per kW. the "repayment amount" is returned by the Applicant to the RES and EC Fund with bimonthly charges of €150 paid through the PARTICIPATING ELECTRICITY SUPPLIER (e.g. EAC) with a corresponding charge on the electricity bill. BENEFICIARIES: households that will install a PV system up to 4.16 kW, whose total annual consumption of the residence in the previous year does not exceed 6,000 kWh.

ROOF THERMAL INSULATION / GRANT CATEGORIES

Only one APPLICATION may be submitted by each Applicant and for each residence for one of the CATEGORIES below:

CATEGORY B1: ROOF THERMAL INSULATION - GENERAL CATEGORY

Grant: 50% Maximum: €2.500 and/or €25,00 per m2 (whichever is lower) 50% increase for mountainous areas

The grant is paid: to the Applicant

CATEGORY B2: ROOF THERMAL INSULATION - VULNERABLE HOUSEHOLDS

Grant: 75% Maximum: €3.750 and/or €37,50 per m2 (whichever is lower)

The grant is paid: to the Applicant or to the PARTICIPATING TRADER

BENEFICIARIES: residences used as the main and permanent place of residence by a "vulnerable electricity consumer".

BASIC GRANT SCHEME PROVISIONS

	INVESTMENTS MUST BE MADE BY PARTICIPATING TRADERS ALL installations, for ALL CATEGORIES must be implemented by merchants registered in the "PARTICIPATING TRADERS" list. See HERE the lists of PARTICIPATING TRADERS by CATEGORY, as well as the obligations they have undertaken.

	ELIGIBLE DWELLINGS Existing houses, for which the application for the issuance of the building permit or the town planning permit had been submitted: for CATEGORIES A1, A2 and A3 before 01.01.2017. for CATEGORIES B1 and B2 before 21.12.2007. The properties must exist and be used legally as residences, not be rented by a legal entity and not be used in the context of economic activity.

	WHO SUBMITS THE APPLICATION FOR CATEGORIES A1, A2 and A3 (PHOTOVOLTAIC SYSTEM INSTALLATION): The APPLICATION is submitted by the natural person in whose name the electricity bill is issued. FOR CATEGORIES B1 and B2 (ROOF THERMAL INSULATION INSTALLATION): The APPLICATION is submitted by the natural person who will make the investment (it is NOT required that he/she is the owner of the house or that the electricity bill be issued in his/her name).

	HOW TO SUBMIT THE APPLICATION Exclusively through the electronic system of the RES and EC Fund.

	WHEN IS THE APPLICATION SUBMITTED FOR CATEGORY A1 (PHOTOVOLTAICS - GENERAL CATEGORY): The APPLICATION is submitted after the conclusion of a NET-METERING or VIRTUAL NET-METERING AGREEMENT with an Electricity Supplier. FOR ALL OTHER CATEGORIES (A2, A3, B1 and B2): The APPLICATION is submitted BEFORE the start of the investment implementation works/procedures. For CATEGORIES A3, B1 and B2, the start of implementation of the investment before the granting of PRE-APPROVAL constitutes an independent reason for the immediate rejection of the APPLICATION.

	APPLICATION DEADLINE Submission of APPLICATIONS until 20.12.2025 or until the available budget is exhausted, whichever comes first. CATEGORY A3 will be applied until the final submission of 6.000 APPLICATIONS.

+ INVESTMENTS IMPLEMENTED BEFORE 25.01.2024

Following a decision of the Council of Ministers, the previous "Grant Scheme to encourage the use of R.E.S. and Energy Saving in homes 2022-2023" [GR] had been extended, until its smooth replacement by a new Grant Scheme.

The extension of the time period for receiving applications for the 2022-2023 Grant Scheme was modified as follows:

For CATEGORY 1 of the 2022-2023 Grant Scheme (Roof Thermal Insulation): extension of application submission up to 1 month after the launch of the new 2024-2025 Grant Scheme.

For CATEGORY 2 of the 2022-2023 Grant Scheme (Roof Thermal Insulation in combination with Photovoltaic System installation): extension of application submission up to 3 months after the launch of the new 2024-2025 Grant Scheme.

For CATEGORY 3A of the 2022-2023 Grant Scheme (Photovoltaic System Installation – General Category): extension of application submission up to 3 months after the launch of the new 2024-2025 Grant Scheme.

Consequently, if you have already implemented the investment (roof thermal insulation and/or installation of a photovoltaic system) and the implementation was made in accordance with the provisions of the previous Grant Plan of 2022-2023, then click on the links above to submit your application under previous Plan.

+ Bonus for undertaking both investments

The 2024-25 Grant Scheme provides a one-time bonus of €750 in the event that both types of investments promoted under the Scheme, i.e. installation of a photovoltaic system and roof thermal insulation, have been implemented and approved for grant within a certain period for the same residence.

The bonus is granted if the following conditions are cumulatively met:

the two applications concern Grant Schemes of the RES and EC Fund.
the time period between the date of submission of the two APPLICATIONS should NOT exceed two (2) years.
the APPLICATION for the investment to install a photovoltaic system should concern a new installation and not an extension of an existing system.
the APPLICATION for the roof thermal insulation installation investment concerns the installation of thermal insulation on at least 90% of the total surface of the roof of the residence.
neither of the two APPLICATIONS concerns a CATEGORY aimed at vulnerable households (incl. CATEGORY 3B of the Grant Schemes implemented in the past by the RES and EC Fund).

The bonus amount is paid to the Applicant of the second APPLICATION, as long as it is submitted under this Grant Scheme and approved for grant payment.

1. I need help with submitting my APPLICATION. Who can help me?

Among the obligations undertaken by the PARTICIPATING TRADERS, as a condition of their participation in the Scheme, is to be sufficiently informed about the provisions of the Grant Scheme and to inform and guide the interested Applicants appropriately. In addition, PARTICIPATING TRADERS are obliged, where necessary, to provide support to the Applicants for the electronic submission of their APPLICATION.

2. Why are new homes not eligible for grant?

Grant Schemes should be treated as incentives to implement specific investments (which may not have been implemented) and not as allowances. Consequently, investments for which there is a legal obligation to implement cannot be subsidized.

From 2017 it is mandatory, based on legislation, to install RES in new homes and from 2007 to implement energy saving investments (including roof insulation).

Therefore, the Grant Scheme provides that only existing residences are eligible, for which the application for the issuance of the building permit or the town planning permit was submitted:

for CATEGORIES A1, A2 and A3 before 01.01.2017.
for CATEGORIES B1 and B2 before 21.12.2007.
